Oscar was born in Columbus, Ohio on July 21, 1933 to the late Harold Scott and Frances Dean.

He is survived by his wife Arvena Scott, daughters Sheryl Scott of CA and Marla Scott of AZ; Step Daughters Nancy Parker, Alma Pankin, and Barbara Simpson all of OH.
