James was born May 18, 1949 in Zanesville, OH to Byron Hipkins and Dolores Snyder. James is survived by his Son, Justin Hipkins, Sister, Susan Hipkins, Las Vagas, NV and Brother Steve, New Mexico. He is preceded in death by both of his parents.
